>>19325465By the time you get to the second Gym, you've had the opportunity to catch plenty of Pokemon that are at least type-neutral with Water, and if push comes to shove you can catch a Bellsprout or Oddish up on Route 24 or 25. On the other hand, if you chose Charmander, the only Pokemon you have access to at that point that's *not* at a type disadvantage, that can learn attacks at that level that Rock pokemon don't resist, is Butterfree. And Butterfree's only viable because Onix's attack is so low and it doesn't know any rock-type moves. If Brock's Onix knew any rock-type moves, Charmander-users would be fucked and would just have to way overlevel their Pokemon to beat hum.
