First of all, you need Good / Super Rod to get most of them, but in order to get Good Rod, you already have to use Surf, in which case you probably have a surfer. Before getting Surf, the ONLY Pokemon in the game capable of learning a Water-type move more powerful than Water Gun is Tentacool, which learns Bubble Beam. That's it. Now, let's take a look at all the Water-types you can get before Surf:
>GyaradosPretty much no moves in Gen III because it's a physical attack. Good luck with your moveset consisting of Return, Earthquake, and two fillers that you won't be using in battle.
>TentacruelPretty nice, but a complete pain in the ass to train. It's practically useless until it gets Bubble Beam.
>SeakingUseless and no moves. Good luck with your Return and Horn Drill.
>LudicoloExclusive to Sapphire, and you can't evolve Lombre until you've beaten 7 Gyms, which is retarded.
>PelipperSurprisingly decent, because it actually has specially oriented stats, evolves early, and learns Surf, Ice Beam, and Shock Wave. This guy is pretty much your only good choice in Ruby if you didn't choose Mudkip as your starter.
And that's it. Of course when you get Surf, you can also get Crawdaunt and Sharpedo, although neither of them can properly use their STABs in Gen III because they're physical attackers. Milotic is too hard to get and Relicanth appears too late in the game.
