Do I have to play the previous pokemon games to understand the story for pokemon y and x? Looking to get into the pokemon franchise here.

No. X and Y are sort of a reboot, so you can play it without knowing anything.

Same goes with all pokemon games. They approach the gameplay as if you are playing for the first time, but they don't hold your hand constantly.

No. The games themselves are pretty much stand-alone story-wise. The only thing is that the games sometimes make references to past games.

You don't need to know anything about pokemon to get in and the story does not call back to previous games in the series.
Don't use the EXP share.
Pick whichever gender you want, though girls get more cloths.

There's actually an intricate overarching story to the games, you really need to play up through Red/Blue (yes the originals, the remakes have an entirely new story so you'll have to play those too).

Just jumping into X and Y you're going to feel extremely lost as they'll be dumping a lot of lore on you. You'll probably have to spend a few hours reading the wiki to catch up or you'll have trouble progressing through the game.

References are very sparce. Very. Very. Sparce. Almost non-existent. Usually, if something is happening in another game at the same time, they will make references to that game. But that's about it. Things that are referenced are more concurrent and less of something that happened prior. Games are ordered chronologically by generation, for the most part.

But, X and Y are very much a reboot. Just grab it and ignore the older games.
