If you read what the fuck they were saying and not going "POKMON GAMES HAVE NO PLOT" you would know this.
Both sides at one point or another even try to talk you into understanding why they're doing what they're doing, but you character isn't haven't any of that shit.
That's also why if you go to the place where they stole the orbs the old people there will tell you they gave them back, because they knew how stupid as fuck they were, and that's the only thing they can do to make up for it.
Besides go to jail if they REALLY want to make up for the shit they did, but no one in the games go to jail.
