Modest, 252 Satk, the rest split between HP/Speed (you don't need much investment since you only won't outspeed priority in rain, and so you need bulk)

If singles you might want to consider Hydro Pump over Surf and definitely NOT Fake out in the last slot.
I'd go for Rain dance or even Leech Seed as you need to put pressure somehow on ZardY or Ttar. Rain dance if you fear other weather setters, Leech Seed/Toxic for pressure, maybe protect to scout choice users, maaayyybe substitute if you can't find a good enough use for the other moves. If Substitute, Scald>surf/Pump
