Was this game rushed or something?

The lack of both postgame and difficulty makes me think this game was not finished. Ever since the 0st game a pokemon game has lacked this much post game content. I mean there's no extra story scenarios on another region, on some Islands or a section of the map that was blocked before. Can someone tell me why is Pokemon Red & Blue so lacking?
