I think you're mistaken OP, Garchomp does not get the Sand Rush ability. The abilities that it gets are Sand Veil and Rough Skin. It's Mega Evolution also does not get Sand Rush as an ability, it gets Sand Force. I understand that Sand Veil and Sand Force both have "Sand" in the name so you may have confused one of those two abilities with Sand Rush, which is okay, since everyone makes mistakes sometimes.
