So I know that Articuno, Zapdos, and Moltres are guaranteed 3 perfect IVs, but is there a chance that they will have more than 3 IVs? Or are they somehow programmed to only have 3 max IVs?

I'm trying to soft reset for some good birds, don't know how autistic I am/if I should keep trying
