a lot of pokemon could really appreciate the fairy coverage. arcanine, entei, other pokemon whos main stab is resisted by dragon or need coverage on the 3 types it hits super effectively.

fairy/ground/fire hits just about everyone in the game.

In 6v6 I use Sableye, there aren't many things that enjoy a Burn.

In 4v4 I have my own Kangaskhan as well as a Rocky Helmet Rough Skin Garchomp.

4. By your logic, an 8 turn simulation 100% guarantees chance of Attacking, which is false. Try again.

Also, might I suggest that M-Luvdisk transfer 20 SpDef and 5 SpAttack into Speed? This allows it to speed tie Garchomp and outspeed the base 100s for a quick Scald. Being able to outspeed and get the burn off is much more useful than missing out on critical speed tiers when you have so little bulk, even with the boost. Honestly, I'd steal from Attack too until it had 111 Speed.
Serene Scald is useful as long as it goes off. It's useless if you're dead.

Claydol is actually a mixed attacker, as are most "special attacking" ground types. The only ones with Sp. Atk higher than their attack are Gastrodon (9 points difference), Camerupt (5) and Stunfisk (15)

A lot of old a new Gen VI pokemon lack a reliable form of recovery, not to mention the move fits a lot of pokemon flavorwise that don't have it. With the neta being oversaturated with hyper offene strategies, distributing this move to several pokemon it would fit on would change up the meta in a positive way.

Roserade's typing allows it to pose a threat to several common checks and counters to sand and hail teams. Weather Ball provides a 100BP Ground/Ice special move, allowing Roserade to pack a useful and powerful coverage move while making further use of weather. A base 125 Special Attack stat is nothing to scoff at, and Roserade's STABs pose a serious threat to Water, Rock and Grass types looking to counter sand/hail, while also threatening Fighting types with Fairy coverage in Dazzling Gleam. Natural Cure gives it longevity against stall teams relying on a burn or poison (the latter of which is irrelevant in Roserade's case) to score KOs. This, combined with Weather Ball and Safety Goggles, also help Roserade hold out against opposing defensive sand/hail teams, as Fire and Flying counters do not enjoy a Weather Ball Ground/Ice on the switch (LOOKING AT YOU, GLISCOR/HEATRAN), and immunity to weather stops residual damage stacking.
