So after encountering and catching a wild Sliggoo with "outstanding" IVs, I decided to try my hand at raising a Goodra. The result:

Nature: Calm
Item: Assault Vest
EVs: 252 Special Defense; 252 Special Attack; 4 HP

Dragon Pulse
Sludge Bomb
Flamethrower
Focus Blast

Usable?

Maybe since the Pokemon universe is so Poke-centric, human martial arts and combat sports are extremely eclectic and niche, and as a result there is no world league and people barely need to train at all to be considered "pro," resulting in extremely weak boxers relative to our universe.
