So on average, Tech has a base power of ~119, while SLink has 125.
On average/in the long run, SLink does 5% more damage than Technician.
Additionally, SLink has 2 more hits per attack, which adds up to:
Probabilty of at least 1 critical hit assuming 3 hits: 17.6%
Probability of at least 1 critical hit assuming 5 hits: 27.5%
This is about a 58.8% increase in the probability of getting a critical hit (going from 17% to 27%; assuming 17% is baseline).
While user error exists in probability, the numbers themselves don't lie. Don't fall for the greed of Technician. Skill Link Cinccino should be the only Cinccino you use.
