It's competing with pretty much every bulky ghost and WoW user for a team slot.
In UU and OU, it competes with Sableye; Gourgeist has innate bulk and Grass typing, Sableye has Prankster and Dark typing (I'll let you guess which worked out better).
It lost its best selling point for being able to take on M-Kanga when it was banned.
In the lower tiers, you just have a lot more relevant special attackers. RU/NU has metagame defining mons like Delphox and Magmortar amongst others, that keep Gourgeist from shining.
I'd say that NU is fair. It can be viable in most tiers, if you remember its niche, but lacks overall usefulness that would boost its usage to compete with other mons when it has so many counters and competition in every tier.
