Lead Rain setter can be Azelf, Electrode (with rocks/screens/volt turn/explosion for each) or a Prankster
And you'll need 2 walls if you don't like HO.
But your best chance at rain in XY is:
1) To play in DOUBLES
2) To use Politoed
3) A couple manual setters with volt turn
4) HO, no walls.
