Depends on the threats in their tiers. I'm not familiar in RU so I don't know what Delphox needs. But I think M-Gardeovoirs OU so in that case it would probably be better off with psyshock but it depends on wether there's more physical or special walls in the tier which I can't remember

Psyshock, because special walls are everywhere in Gen 6 and most special attackers have the coverage moves to handle physical walls.

Keep in mind that Chansey can take all but the most powerful Psyshocks.
