It's never a good idea to buff ice moves because you're actually giving a boost to water-types too and the last thing they need is more types to be effective against.

That would be terrible, unless you severely lower the amount of water-types that can have ice moves this breaks the game even more, take Calm Mind + Rest Suicune with Ice Beam and Scald for example, with those changes now water types don't wall him anymore. You don't make ice balanced by giving it more types to be effective against, you have to work their resistances and weakness instead.
