Is there a reasoning behind all legendaries being banned with no exceptions? It just seems odd that stuff like Mesprit or Azelf are banned while stuff like Garchomp or Mega Blaziken with no restriction on moveset are fine.

I think a lot of the appeal of monotypes is using pokemon that don't really have a place anywhere else. When you allow Legendaries then basically every team is forced to use them if they want to be competitive.

The reason why smogon makes very general bans (banning the whole megastone or whatever) is because it's otherwise very difficult for anyone to ever agree on anything.
Since our bans are decided by the gym leaders and/or the organizer, we can afford to be much more specific with the bans.
Mega kanga is the only mega available to normal, and probably the most broken thing about her is how easy it is to get to +2 and sweep everything. So we banned PuP. Also seismic toss because a flat 100 damage to everything 2-3HKOs most pokemon.
Mega gengar's most bullshit set is the perish trap one, so we banned perish song on it. It's still otherwise a good mega for ghost teams to have.
Mega lucario forces tons of switches and makes it easy for it to get to +2 in either stat and sweep everything with its adaptability ability and priority. Banning SD and NP helps with this, as lucario still has bulk up and calm mind to work with.
Mega blaziken is honestly kinda shitty in this meta since almost every team has something with a sash and blaziken has no priority

However, we are not Smogon. Things that work well or are OP in standard 6v6 are not necessarily OP in our 3v3 monotype.
And as a personal note, regardless of the "power" of the legendary, I just find them lame, over used, and obvious picks.
Making a team from scratch by looking at stats, movepools, and especially coverage, is much more entertaining than "what type has the most/best legendaries? Hmmm, I'll pick that one" IMO.
