Lucario/meowstic/mewtwo would detect the intent in someone to use an atomic weapon and they would be stopped so fast their heads would spin.

I can't really answer a hypothetical question that requires me to ignore the existence of like 20 pokemon that would know right away

Talking about an atomic war, not a single atomic bomb. Hundreds of the things being flung around. Mewtwo and Mew can't be everywhere, and I doubt Meowstics and Absols would be able to blow up the things high enough in the atmosphere to prevent the damage.

All of them could be stopped at once by pokemon.

That's irrelevant though, because a war would not break out, because a pokemon would stop the first one.
