It is cute enough to not need saving, especially not from that un-cute piece of Shit Pikachu.

But having it learn moves Pikachu can't could be a good step, possibly ones more involving bulk, that can't be passed down by it.

The problem with it is mainly that the Light Ball breaks the "When to Evolve" dilemma that Stone-Evolvers were created with in mind.

We infiltrate the enemies through the sewer system with one team
Team 2 will go through the airconditioning while team 5 (No team 3 or 4, i'll get to that) goes in through the front door
Team 5 will be dressed like a singing band ordered by a secret admierer of the housemaster
If team 5 is revealed a system will make their walkies go "come in team 5 report status" making the enemy think we have four more teams, so they'll spread more up, making them easier targets

If however, team 5 is not discovered, Team 1 and 2 will hopefully make it to the basement where they will take out all guards and save raichu, exit through entrance

He really just needs a stat boost to either special attack or attack making either 100. Then he will have 110 speed/100 attack or special which is decent. He will then need a way more diverse move pool to take advantage of the stat boost.

Earth quake, fire punch, play rough would be an example of good physical moves it could get. Or they could have made it electric/fairy but decided to add a new electric fairy mouse thats far worse then him for some reason.

You know how in the pokedex it says it uses its tail to ground it to stop it from shocking itself? It could use the power that isn't discharged on an enemy. A special move that is a contact move but using it has a 20% chance of paralysing itself.
