Give it a gimicy and OP ability.

"Time Master: This pokemon may attack twice in each turn. The first attack per turn has +6 priority."

Also give it an exclusive stat boosting ability to abuse.

"Puff Up: Raise speed and special attack by one stage. Recover 25% of your HP at the end of your turn."
