It's simply too costly to develop and maintain the feature at this point. Plus Game Freak has less staff in 2014 when compared to 2013. I'd rather they fix the frame rate issues and possibly add more stereoscopic 3D to the graphics so that it can take advantage of the 3DS.

They can just use the existing 720+ models of Pokémon and resize them.

Following Pokémon was a lot harder with sprites than it is with CGI models.

And they already have the models they use for the Pokedex, but they probably don't want to create unique walking animations for every pokemon and it'll look weird having a 5 foot tall wailord following the player around.

The huge critical boost, for one thing.
Max out a Super Luck Absol in Amie, teach it Night Slash, Psycho Cut, and Slash, and enjoy literally every single attack critical hitting. You don't even need an item that increases the crit chance.
