Is it Route 119? I don't think so. There are many differences.

Maybe the events of ORAS do not take place in Hoenn.

Maybe it's the same spot of route 119 but with many changes because the ORAS probably is a prequel or sequel to the events of RSE and some routes/places in Hoenn have changed?

Maybe it's a brand new region considering what the backpacker said in the hotels in XY?

My money's on a new, transformed, futuristic version of Hoenn. You know, after Groudon and Kyogre fucked with the geography a bit, and some time has passed.
Tile-by-tile remakes suck. Level design has come a long way, and there's no reason not to take advantage of that and update the map.

+1. A possible scenario is that after some years Team Aqua and Magma tried to awaken Kyogre and Groudon again. All characters (Brendan, May and the villain team members) seem a bit older by 2-3 years at least.

Nigga, Kyogre and Groudon are part of the plot and the plot must be exactly the same if they are full remakes. All the other things you mentioned are just mechanics which were added in Gen 6 just like Steel/dark types were added in FRLG due to being gen 3 games or the Battle Frontier was added to HGSS due to being gen 4 games.

I don't agree with the sequel idea, but I do agree that they should update the maps somewhat.
Pokemon maps haven't used sprites since about 2006 now, but they're still basically just collections of rectangles and cubes. It's gonna be boring if it's basically a 1:1 remake of R/S Hoenn with some new camera tricks, but so far that looks like what we're getting.

That shot of you talking to Steven looks like it is in a new location, even the point where you first have a battle with May/Brendan has been heavily redesigned. And it's a new adventure because it has the Mega Evolution/Ancient Devolution plot points added to it, which alone force an overhaul on what the story was initially about.

The Hoenn region is actually stuck in an endless timeloop of destruction and rebirth (alpha omega) becuase of Groudon and Kyogre's conflicts
Each time Hoenn is laid to waste, the MC seeks Jirachi and wishes everything was back to normal.
The plot of ORAS involves breaking the cycle and the original Ruby/Saphhire is actually The REbuild of Hoenn
