The Player/Protagonist in Hoenn is from Johto, and becomes the Champion.
ORAS Brendan is tan because he's lived in the tropical Hoenn.
ORAS May is not tan, meaning that she's the character from Johto.
Therefore, May is the canon protagonist/champion.

Uh. It's the third versions which are the canon ones right?

Until the new ORAS games come out, technically they're just "from a far away land". In RS, they were quoted to come from Johto, but in Emerald it's "far away".

Turns out it's Sinnoh. Temporal Diamond and Spacial Pearl confirmed

It could be that ORAS keeps Wallace as Champion and Steven as True Final Boss. Which is really what he deserves, since beating the Champion is just a stepping stone to bigger and better things nowadays.
Meanwhile, Norman's PWT dialogue confirms that he moved to Hoenn from Olivine.

Hoenn has two evil teams, why can't it have two champs? One over the Sea, and one over the Land. Since most humans live on land, the Champion of the Land is probably more powerful than the Champion of the Sea, and can probably afford to be a bit more choosy about which challenges he accepts.

The PC is just from somewhere slightly east of Littleroot. The climate wouldn't be significantly different than Hoenn, hence the tan.

Maybe the canon thing is that Brendan is more outdoorsy than May.

Though I do agree it would be weird to have girly girl new May be Birch's daughter. The impression of Birch's child, be it Brendan or May, is that they spend lots of time in the field trying to find new pokemon, just like their father the environment researcher.
