I think people forget that the dratini like were the ONLY dragons in gen 1. That was it. the only dragon types in the game. Making one evolution look like a chinese myth dragon and the other looking more like a western dragon makes sense. That said I was a fan of both dragonair and dragonite as a kid and didn't really think much of their relation.

No, they did not. Gyarados shares far too many components with Magikarp for that to be a possibility.
That being said - Butterfree's design and Venomoth's design were definitely switched.
