Magikarp used to be strong supposedly according to it's pokedex so it COULD get a primal.
Arceus is clearly the most obvious candidate, plus if they have less streamlined stat adds for primal's we would have to deal with shit like an Arceus that has 140 in everything but HP since it would likely have Protean.
Dunsparce could go either way since it's not like we know shit about the goddamn thing.
Darkrai could too seeing as it, in the anime anyway,bonded with humans, but then nightmares could be shoehorned into a "primal" nature without too much difficulty.
Giving Dialga and Palkia a form change into primals could also work as, iirc, one of the villan team admins or leaders said something about how legends lose some of that natural power when they bond with humans? I think it might have been Aqua/Magma which makes the Primal Kyogre & Groudon point sort of reinforced by the whenever it was said whether it was the older games or in the anime.
Relicanth could both get a primal or nothing seeing as they haven't changed in 300mill years, but all the same they could have evolved into the current state prior to that or just always been like that.
But still, this is speculation and we dont know all the conditions And then some people will rage about arceus despite it, both in game and in the anime, having busted tier abilities. Also all the primals can get written off because people for some reason feel like it's plausible for those two to sleep for thousands to millions of years, but not Arceus/Spirits/etc.
Pretty much it isn't canon unless they want it to be canon so I guess they have to keep that in mind when creating them..
