You'll find her in Steven Stone's villa with him in Mossdeep City. I just saw her there with my beta version, post league you'll have to double battle them and you'll be able to choose either shiny Beldum or Gible as gift. She does also have a cameo in Regigigas cave beside ither regis, can be battled in single to prove her you are worthy of Regigigas.
