The first two gens got new artwork because it didn't match the current style at all. Gen 3 on the other hand is very close to the style that's being used even now. You'll maybe get a few new pieces of artwork in the same way that BW2 redid the starters, but there's no point in redrawing all the gen 3 mons.

Sugi's old style was pretty much just imitating Akira Toriyama.

Around Gen 3, he developed his own style.
