If Mega Swampert's Speed remains unchanged from Swampert's (which it won't, most likely. If anything, it will be increased) it will tie with Arceus for speed in rain.

neutral natured swampert (base 60) ties with positive natured mega aerodactyl (base 150) in the rain

unless sceptile gets its speed cranked up to base 170, it's not about to outrun swampert in the rain and catch a stronk ice punch to the face.

People keep saying it's speed will be increased, but I expect it's speed to be decreased, especially with those underdeveloped legs. SS may just be a way to compensate for this but I doubt it will outrun common scarfers above base 100.

Since everybody is being an asshole and telling you how stupid you are without telling you why you're wrong, I'll let you know that Swift Swim (or any ability that doubles a stat) actually doubles the stat your pokemon has, not the base stat. Swampert's maxed speed is 240, so it would actually be 480 with Swift Swim, over 100 points faster than Arceus.

They're probably not going to reintroduce a mechanic that even GF was able to recognize as cancerously overpowered. My money is still on Sunlight/Rain that does damage to non-Fire/Water types.
