GameFreak has not personally said anything against it - the only word we have is an in-game authority figure suggesting its true.
So rationally speaking, its safe to assume Stone evolution pokemon cannot mega evolve. Even if ORAS dont introduce one, they could still further introduce mechanics or explanations on Megavolution that counter the theory, but until ANY counter evidence exists, its the best guess.
Its already beyond confirmed that stone evolution pokemon cannot evolve normally ever again, while trade evo pokemon can though almost never do
