>competitivelyIn singles, it's without a doubt Mega Obama. It has loads of weaknesses, and unlike Tyranitar it doesn't have the bulk to take them (it also has less useful resistances.) It's also really slow.
Basically, nearly every commonly used pokemon outspeeds it and hits it really hard, if not OHKOing it. It's not even that good against stall, cause Chansey walls it (wood hammer only 3HKOs.) It's sort of okay in Trick Room but even there it has really fierce competition from Mawile, whose typing it literally on the opposite end of the spectrum and who hits ridiculously hard.
In doubles, it's really hard to say. A lot of megas just don't really function in doubles. But Obama is sort of okay, because it doesn't face as much competition from Mawile in TR cause it has a spread move (and TR is just better in doubles.)

It has ridiculous 165 base SpA (boosted by Modest, cause most special attackers run Timid) and nearly perfect coverage from STABs+Focus Blast alone, only missing out on Whimsicott (who is shit) and a couple shitmons. It's also resistant to priority YOLO bird, Bullet Punch and Aqua Jet, and it's really tanky even without HP investment.
I'm not even saying it's amazing, but it's an alright set-up sweeper.
