Why not? You need the Mega Stones for it to work. It literally doesn't matter when they give it to you if the stones are later on in the game.

its pretty fucking useless when none of your pokemon can mega evolve, and if they can, they're most likely overleveled and wont obey you.

and its pretty useless if you dont have any mega stones.

Because that's retarded. Why give it early when the stones aren't accessible until later on in the game? Why not just give it to the player around the time the stones are available?

You get Sableye early on in the game, it's not hard to say its stone is early as well.

Does it matter? They might give you the bracelet early so you as the player are aware that mega-evolution exists, only later does your character learn what it's for and how it works.

I'm still puzzling over where the hell the XY rival gets their mega-ring from. Lysandre tries to make a point of people fighting over things like the mega-ring when Calem just pulls one out his ass anyway. Great lesson.

Just because they have a mega ring doesn't mean they had it given to them during the story. They'll probably have it from the very start of the game. Why is it so farfetched for the son of a pokemon professor to already have a mega ring prior to the player meeting them?

having just played this part in X, you get your first mega stone when you first meet the professor at lumoise city, when your Pokemon are level 13ish. you don't get the ring took after the third gym.

there's no reason you can't get the mega bangle: right before/after facing your dad, sometime after Wattson you come back to petalburg, or since other relevant time.

It's not as if having the mega item early in the game makes any difference. You won't be able to use it until you're halfway through the game, anyway - no known megavolvable pokemon will be obtainable before your team is leveled to the mid 30s.

How quickly can you get a Sableye?

Anyway, you'd also need the appropriate mega stone, which might not even be obtainable until the post game like some of the ones in X&Y. So, again, it probably won't even be relevant until much later in the game.
