They haven't been official released, if you were able to get one in via bank and the dream world byte exploit you can breed them, but cannot trade them over wifi.

Never been released, so they can't be traded online.
There are two things you can do to get one:
1. Pokegen or Powersaves yourself one.
2. Trade locally with a friend who has one.
