I'd understand what you mean if I gave it +2 crits since 50% of the time it would do jack shit (unless you used Leaf Blade or whatever), but it gives it +3. That's 100% crits, which is basically just doubling its attack.
It's just a fancy way to sort of combine huge power and sniper, in a way that it makes sense for something that doesn't seem to rely on brute force.
