OP's question then is: if ORAS contains Emerald content, will it follow the Emerald concept of being able to catch both legendaries?
I think it could really go either way at this point - we don't have enough information. Certainly ORAS seems to have a lot of Emerald content in it (as can be seen by the world map), and even plenty of new content that wasn't originally in any of the Gen III games. It's just too early to make an educated guess.
