Otherwiae remind of the Russian Snegurochka who is Ded Moroz's grand daughter, google it to see some references. On any case she doesn't need to be that covered, it's part of her character not being afraid of cold amd therefore using high school like uniforms and light clothes.
Personally her design doesn't need lot of changes, just an idea here: in Platinum she often wishes to have main characters scarf or something that looks like it, maybe her owning a scarf would add something to its concept. It's also told she follows the last mode somehow but tends to prefer an sporty and casual style.
