The distinction between BL and UU is based on power alone, not usage. Instead of having to judge entire Pokemon species, special attention can be paid to suspicious items and moves that are thought to be "too strong" for the tier.
While both Pinsirite and Heracronite are clearly too strong for UU, Pinsir@Pinsirite receives enough usage to push Pinsir as a species past the minimum usage levels to identify a Pokemon as "Over Used", regardless of how strong non-Pinsirite Pinsir sets are. On the other hand, the total usage of Heracross with and without Heracronite falls short of the "Over Used" cutoff, so it must be considered "Under Used". However, Heracronite was found to be too strong for UU, and was accordingly banned.
