Actually, I'd say it's slightly likely.

It's in the Dragon egg group, and Feraligatr also gets it without even being Dragon at all, typing or egg group.

It's infinitely more likely than every asshole saying Draco Meteor.

Dragon Dance would be great since Sceptile has a much better Physical movepool than its Special better, Hopefully his Mega gets a large attack boost along with Dragon Dance.

Think it through, kid. It's only Mega during battle. Never outside. When you take it to the move tutor, it won't be Dragon type.

Some Pokemon with Lightning Rod are better Physical Attackers than Special, Rhyhorn comes to mind and that line are poor special attackers.

only retards use physical Scpetile. With its ability being Lightningrod, it is fairly safe to say only idiots will use physical Mega-Sceptile.

Besides, it already has SD and even if you manage to set one up, it still hits like a pillow.

Well Sceptile already gets Dragon Claw and Dragon Pulse so the better Dragon type moves it could possibly get would be Outrage and Draco Meteor and Dragon Dance is one of the better stat boosting moves along with Quiver Dance.
