Fossils won't get primals. That's not what primals are.

Kyogre and Groudon have been alive since ancient times. Their primal forms represent the strength they had in ancient times.

Revived fossil Pokemon are already in their ancient forms. There's no primal form to turn into. They're normal Pokemon that lived and died. Hence Mega Aerodactyl being a thing.

There might primal Regis. Any Pokemon that's lived for a gorillian years (basically only some legendary Pokemon) might have a primal.

Omastar won't. Kabutops won't. Rampardos won't. And so on and so forth.

Primal Fossils can be a thing because, as stated by the game itself, Mega Aerodactyl "may be more reminiscent of what it looked like in the past". Fossil Pokemon aren't what they truly used to be.

Also, Aerodactyl is TECHNICALLY not revived from a Fossil, but from Old Amber. This may have something to do with Aerodactyl getting a Mega and not a Primal.

Or maybe GF will just retcon it into a Primal I dunno. I just really want Primal Archeops okay?

The point stands. Kyogre and Groudon existed before everything. They shaped the continents. "Primal" refers to what's basically their prehistoric state.

Kabuto is not some demigod that lived for thousands of year. Kabuto was just an ancient Pokemon that was born, lived, and died. There is no "primal" Kabuto. There's just Kabuto, Kabutops, and maybe Mega Kabutops. But no Primal Kabutops, because there's no difference between revived Kabuto and fossilized Kabuto. That's not what Primal is.

Rayquaza will get a primal. The Regis might. Arceus might. But it's reserved for basically immortal Pokemon. Not fossils. Fossils get Megas, same as every other regular Pokemon.
