Japanese player's tastes, most likely. In certain polls, which one could find if they searched them up, Japanese players tend towards graceful, cute, and less overdesigned Pokemon than America or Europe. Reshiram was more popular in Japan than America, as was Xerneas than Yveltal.

That's strange. I understand that most people pick the version with the legendary they think it's better but I am sure they also look at the non-legendary exclusives too , right? Why did black sell more than white even though it has less exclusives? I am pretty sure X sold more because of the exclusive megas.

Considering all of those sold better as far as I know, and that they have mixed quality of exclusives, I'm guessing whichever version is firs gets sold more since they are basically the same game.
