From XY007-XY021, she is mostly a passive, background character similar to DP Brock. She has a couple of Amourshippy moments in that stretch. XY021 is her second focus episode (although not really entirely focused on her), where she pretty much dresses in fanservice outfits and bakes stuff and Amourshippy stuff. She has a bonding moment with Fennekin, although the climax was incredibly silly. She gets a bit better since then, but in XY026, she does more of the same (bake stuff) and more Amourshippy stuff; she gets a forced rivalry and acts bitchy although it makes her more unlikeable than Millefui the rival.

Basically, she's the anime version of game-Shauna. In the group to travel and have fun. She's just an indoors-type, sheltered, enthusiastic but passive, girly girl. Her interests just seem fashion and cooking. She hasn't really gotten much development, and she mostly is just in the background crushing on Ash. It's why 99% of Serena discussion is over how much she wants S-Satoshi.

It seems that way because her character hasn't been particularly active. She joined the group because of Amourshippers. Her focus episodes all had Amourshipping. Her Amourshipping moments, even if they are brief, are made very obvious. Premier and Millefui have been promoted as "love rivals" , she gets a Valentine's Day poster with her looking at Ash, and character relation charts that explicitly state she likes him.
