Even if they didn't, as another anon mentioned it also resembles a fern. Furthermore, it isn't literally a tree, it's a tail with spikes on. You know, for hitting things with, or maneuvering.
Moreover, Grovyle is poorly designed. It lacks a tail to act as a counterweight for flat out raptoresque running, instead having some sort of leafy ass-cape that can't assist its movement in any way. Its hands only have two fingers for gription, less than ideal in a climbing Pokemon. Sceptile's large tail also strengthens the resemblance to the leaf-tailed gecko that inspired it, whereas Grovyle's twin ass-capes and ponytail don't resemble much of anything.
Sceptile's design is much more appropriate for its function and much more faithful to its inspirations. And now you know!
