Depends on how cheap you can get it, In conjunction with Pokébank it is godly since you can clone and restart as much you want with the back ups.
"Shinifying" really isn't that good so the main use cheatwise is more to get Megastones, Rare Candies and manipulating affection.
Oh and Wondercard Events.
As long as you use it as intended (Make backups and keep em just in case) the chance of "bricking" is minimal, the process is much slower then it needs to be as it tries hard to play it safe, and if it does brick you just restore a darn backup.
It did remove some shit, but that is more to make sure people don't go full retard and used shit like Lat@nite online when it ain't available and get themselves "officially" banned and then blaming Datel for it, there are some ways to work past the "removal" though (The Latinite is even back now IIRC).
The main "drawback" is that it only works on carts and not digital version.
Still it does shit in other 3DS games too, like letting you easily make perfect 12 star weapons in Kid Icarus, or not needing to grind for Materials in KH:DDD.
Pretty much the most user friendly Action Replay device i used, if because of the lack of control the user has.
