Some of them can even breed the instant they hatch. All that differs is whether it considers the form a "baby" or not, when that's kind of a misnomer. This would mean either all base forms should not be able to breed, or the line that divides childhood and adolescence is not where we think it is. I have not done the proper analysis, but I think some leeway can be given to the regular base form pokes since some of them HAVE to stand for all of childhood before becoming an adult, which would include adolescence. For those that don't, I think it's possible they're at least a pre-teen before evolving. The "baby" pokemon can only be childhood, they cannot be an adolescent. Thus, the game lumps the base forms that can start to breed before evolving with the ability the entire time since there would be no other way to do it. Otherwise, you would need a "wait x amount of time before you can breed" sort of thing. Of course, I'm mostly blowing smoke, and the real reason is, I think, pretty arbitrary.
