Modest with Specs and Rain support. With max investment you reach 538 speed, which is ridiculously overkill (228 speed EVs is all you need to outspeed scarfed base 110's.)
You're faster than basically everything and you can fire off attacks that hit harder than Mega Medicham's High Jump Kick. It's ridiculously powerful.
