>>19699661Pika is the lowest tier of high power, if that makes any sense. He can deal with a lot of junk. He can even deal with legends with some persuasion. However, a lot of evolved pokemon are still undeniably more powerful than he is, and he's gotten most of the way to where he is on skill. This has reached it's breaking point long ago, though. The opponents he face are now not only powerful, but skilled as well. He greatly struggles against them, and if it weren't for anime BS, he probably wouldn't have been able to deal with some of it. He has reached the limits of being a Pikachu, but he refuses to take the next step.
