A Grass/Fairy Pokemon based on fairy rings and Lewis Carroll-style mushrooms.

Just let it learn glare.

Also that pic makes me want a Zangoose/Seviper Heatmor/Durant kind of rival pair of an actual cockatrice (like the chicken dragon in that pic) and a grass/normal ferret with limber so it can't be paralyzed.
