Gardevoir.

Ignoring the first few frames of this .gif, it shows that Gardevoir would make an awesome fighter. It already is one in Pokemon: Type Wild. Considering that's a fighting Pokemon game made by artists who work at Gamefreak, it's almost like Super Smash.

Pic obviously related. Sprites ripped from Pokemon: Type Wild. That's right, the artist at Gamefreak drew her in a wedding dress and sexy nurse outfit. Try not to think about that.

Generic kicks aside, not really. You could throw so many moves onto it. It could be like a mix between Zelda and Mewtwo/Lucario.

Also, SSB is filled with cloned movesets.

Cloned movesets aren't as cloned as you'd believe. Sure, in casual play, Falco is effectively a Fox clone, but when you get to a higher level of play, Falco is worlds apart from Fox. The move animations may be the same, but all the other things are different. Different hitboxes, different directions, different damage ranges etc.

But Eevee has already been confirmed to be a Pokeball Pokemon.
That aside, I would want to see Vaporeon. After seeing how it was done in Super Smash Land, I think it would be neat to see in in something besides a fan game.

That was never confirmed. It was only speculation as the only file or reference that they could have existed with a single nulled effect file named Prai-Mai.
It is very unlikely to have been Plusle and Minun as the Ice Climbers as well as the other split characters all have their own effect files. Additionally, Prai-Mai somewhat translates to "every character", or random.

No, Random doesn't have an internal name that I know of. I should point out though that the internal name for the Plusle and Minun it their trophy, which is called Prasleminun.brres

That may be. I don't have much knowledge of Japanese and can only go by hearsay. However, I do know that Minun's Japanese name is still Minun, so I would like to know where the "a" comes from in Mai if it is supposed to stand for Minun.
It's anyone's guess what Pra-Mai stands for, but there is evidence against it referring to Plusle and Minun.

Fair enough, but there is still evidence against it being a Plusle and Minun team.
The Ice Climbers have their own effect file for each Ice Climber. One for Popo(which Nana shares), and an unused one for Nana.
Pic-related is to further iterate the point that tag team characters are separate. It is a list of the internal IDs for all of the playable characters as well as the bosses. I had to cut off the end to post it here but that doesn't matter.
The top row contains all of the fighters slots in the games data. It is the only place internally that holds the data for the unused characters. Notice that Popo and Nana both have their own slot even though they are a tag team.

I doubt that. the order the characters are ordered on that list is an accurate list for when each character was inserted into the games data. Popo and Nana were inserted separately early on and on purpose, Pramai was not.
You can always null uneeded data, however, you can't just shove a character into the data after the fact without risking serious bugs.

Actually, looking at the list again, I have a strong feeling that it may have simply been an unimplemented Pichu. After Rob there are 6 characters that could have been from Melee. Pramai(Pichu), Jigglypuff, Mewtwo, Roy, and Toon Link(Young Link). Of course that may be entirely coincidental.

I'd play the hell out of Zoroark or Sceptile getting chosen.

Zoroark would be boss and could play as "The new wolf" in the sense that he uses far more feral based attacks as opposed to Sceptile who'd be more swordsman-like.
