Question for the competitive whizzes around here:

Baton Pass was limited to three users because it takes relatively little skill to set up, and to beat it you'd have to run Roar/Haze/Red Card/other specific thing in order to counter it, and they think that's over-centralizing.

Entry hazards remain unlimited even though you'd need a specific move (Defog/Rapid Spin) or someone with Magic Bounce to counter it (and even then you have Ghost type spinblockers), but that isn't considered over-centralized?

Is there a key factor that I'm missing? I'm not very good competitively but this seems a little strange to me.
