As I understand, the way abilities are saved means that each Pokémon can only have one of its pre-set abilities.
That is to say, the Pokémon database on-cartridge stores Meowth's three abilities as pickup, technician and unnerve
Then the data for your individual Meowth will just have a number for which of the three abilities it has.
Whereas moves are each given an ID number, so they can release new moves as events.

Don't know why they do it differently, but it seems to be that way.

I picked illusion because of his habit of disguising himself as other pokemon, but I didn't realize that was how the abilities worked.

My guess would be that all the abilities have set ID's and each pokemon's abilities slots have Matching ideas

>i.e. Swift swim is ID slot 1 /1 slot 2 /2 Slot 3 /3 so any pokemon that can have swift swim in slot one would have ID 1/2/3 depending on which ability slot was marked as active and so on

While genning allows you to edit the pokemons Ability slot ID to the matching ID for Active + (insert Ability)

Basically

>Pick up = 1
>Technician = 2

Meowth has Technician so

>Slot 1 = ID1
>Slot 2 = ID2/0
>Slot 3 (HA) = ID3

So genning Meowth to have Illusion would be something like

Not sure but I would guess that GF would easily be able to make a specific Meowth for the event.
