And you likely already have the Pokemon with the specific IV numbers to breed down.
It's easier to catch and locate Pokemon with 31 IVs in Gen 6, but it's not like just going into the wild and catching zigzagoons, you won't eventually find one with 15 speed, 0 SDEF, 19 ATK or something like that.
People were breeding that kind of thing for years before Gen 6 came out.
