It's almost identical, except instead of the experiment being to create psychic humans, it's to fuse humans and pokemon. Akira was the fusion of a young boy and some legendary, probably Deoxys or something like that.

Otherwise it's mostly identical but with aesthetic changes, like the bikes being pokemon, and with Kaneda using, say, a red Genesect stolen from Team Plasma (which also doubles as the laser gun he uses later)
